What is LEZ Scotland?

Driving into Scotland's city centres? Your vehicle must meet the required emission standards to enter Low Emission Zones (LEZ) in Glasgow, Edinburgh, Aberdeen, and Dundee — otherwise you could be charged and receive a Penalty Charge Notice (PCN). How LEZ Scotland works

Scottish LEZs are enforced using vehicle registration data. Scotland's LEZ scheme is not a daily pay-to-enter charge. Instead, if a non-compliant vehicle is detected driving within the LEZ boundary, a PCN may be issued to the registered keeper.

In simple terms:
  • You can drive in the zone without penalty if your vehicle meets the required standard.
  • If your vehicle does not meet the required standard and you enter the zone, you can be penalised.
  • Some vehicles may qualify for exemptions (see below).

LEZ emission standards - Euro status requirements

To enter a Scottish LEZ without being penalised, vehicles typically need to meet these minimum Euro status standards:
  • Petrol cars and vans: Euro 4 or newer
  • Diesel cars and vans: Euro 6 or newer
  • Buses, coaches and HGVs: Euro VI or newer

LEZ charges and penalties in Scotland

Scottish LEZs do not operate as a daily charging scheme. Instead, penalties apply when a non-compliant vehicle drives within an LEZ.

Penalty Charge Notice (PCN) levels
  • Initial PCN: £60 - reduced by 50% if paid within 14 days
  • Repeat breaches (same LEZ): the penalty doubles for each subsequent breach
  • Maximum penalty caps:
    • Cars and light goods vehicles (LGVs): up to £480
    • Buses, coaches and heavy goods vehicles (HGVs): up to £960

If there is no further breach within 90 days, the penalty level resets to the initial amount.

Scotland-wide LEZ charging approach

Scotland's Low Emission Zones use the same national enforcement approach across all cities. Whether you're driving in Glasgow LEZ, Edinburgh LEZ, Aberdeen LEZ or Dundee LEZ, there's no daily pay-to-enter fee. Instead, if a non-compliant vehicle is detected within the zone, a Penalty Charge Notice (PCN) may be issued under the national Scottish LEZ penalty structure.

Exemptions

Exemptions mean a vehicle won't receive LEZ Penalty Charge Notices (PCNs) in any Scottish city while the exemption is active.

They can be applied in two different ways:
  • Vehicle-based exemptions - where the vehicle itself is recognised as exempt.
  • Keeper/user-based exemptions – due to keeper specific exemptions that allows a vehicle to be exempt once registered.

Important notice for car buyers

Keeper-related exemptions don't automatically transfer to a new keeper. That means a car may be exempt now, but not after you buy it — unless the Euro emissions status of the vehicle itself meets the LEZ emissions rules.

Vehicles for disabled persons

There are several exemptions covering vehicles used for the purposes of disabled persons, including:
  • A vehicle registered in a 'disabled' or 'disabled passenger vehicles' tax class.
  • A vehicle that receives a reduction in Vehicle Excise Duty because it is used by a disabled person in receipt of Personal Independence Payment (PIP) at the standard rate.

If a vehicle is in the disabled / disabled passenger vehicles tax class, the exemption is automatic and does not need to be registered separately (it is detected by enforcement systems).

Blue Badge holder exemption

The Blue Badge exemption is not limited to a particular vehicle type. It can apply when:
  • The driver is a Blue Badge holder.
  • A passenger in the vehicle is a Blue Badge holder.
  • The vehicle is being driven using a Blue Badge issued to an organisation.

If you're eligible for the Blue Badge holder exemption, you must register the vehicle on or before the day of travelling to avoid being penalised.

Other national exemptions

Scottish LEZs also include national exemptions for:
  • Emergency service vehicles used in the course of duty (police, ambulance response, fire and rescue, coastguard, NCA functions).
  • Military vehicles used for naval, military, or air force purposes.
  • Vehicles of historic interest (typically 30+ years old, no longer in production, preserved in original state). These are generally automatically detected and do not require registration.
  • Showman's vehicles (specialist vehicles used for travelling showmen). These may require you to contact the relevant local authority to register the exemption.

Local exemptions (time-limited and city-specific)

In addition to national exemptions, each city can set local time-limited exemptions based on local circumstances, so eligibility can differ between LEZs.

Is LEZ the same as CAZ?

Although similar, Scotland's LEZ and England's Clean Air Zones are separately run schemes administered by councils of the cities they cover. LEZ enforces an outright ban on non-compliant vehicles by issuing PCNs each time they enter the zones. CAZ schemes allow entry of non-compliant vehicles to the zones charging a daily fee for doing so.
